Toad is unlocked when you beat Clown Cars Incorporated. I'm not worried about it breaking anything, though. Honestly, I'm designing this game to encourage players to use special power-ups. In a way, it gets easier as it gets harder, and because everything's driven through stars, the player's always earning it no matter which way they go about it.
OK, so it wouldn't be exploitable until late game. That makes a whole lot of sense actually.

So I guess I'll be retesting Mystery Fortress as well as testing Carps Against Humanity over the weekend.

and Toad's boomerang can claim that flower through the wall.
Wait, Toad's boomerang can grab Dragon Coins/Flowers through walls?! Holy crap that's cheap! That means that certain methods required to get certain flowers becomes redundant when he's used with a hammer suit! That's something to think about when hiding flowers. How soon can the player unlock Toad?

To be fair, you still need Yoshi to press the red switch.

Ground pound Yoshi complicated things in W4 because I made it such that all the characters can get all the flowers. Peach was the culprit, as she can't ride Yoshi OR spin jump. The only way she can break bricks below her is with bombs, either the NPC or the type gained from her Hammer Suit. Incidentally, that's why I added a Hammer Suit to Barrel Volcano. I didn't want to add a Hammer Suit to every W4 stage, though, so I had to get creative.

And it's not like this invalidates Yoshi's ability, either. It's still easier to pound through these blocks than dismount and try something else. If anything, this just gives the player more options, which is rarely a bad thing.

So that explains the hammer suit. But doesn't Peach's heart bombs blow apart SMB3 blocks as well? Because if so, then those blocks could still be SMB3 blocks.

The level changes are fine to me. The only questionable one was the Dynamite Grotto Tanuki Suit~ I tried to find a way where you needed the worlds flavor yoshi to acquire it, but with your changes all you need to do is get to the blocks with a mushroom or better.

He did the same thing to my Barrel Volcano level too. I understand that the level overall is SMW themed, but there's a reason I used SMB3 blocks. Unlike the SMW ones which can be spin-jumped, the SMB3 version could only be broken with Yoshi's ground-pound ability. Swapping them for SMW ones actually makes the Yoshi's purpose redundant.

@Hali: Mystery Fortress is still too long. You don't seem to realize the difficulty spike this level causes. It's much harder than most of the other levels in that world, including Bonestrewn Barrow. In fact, I'm starting to believe that Bonestrewn Barrow & Mystery Fortress should swap positions. It's a very 'gimmicky' level that clearly belongs in one of the special worlds, more so than Bonestrewn Barrow.
