1. Age of Wonders
This is a fun time waster. It's definitely clunkier than Heroes of Might and Magic, but it also feels faster and I enjoyed my few hours with it. I might return to it later and try to finish the campaign.

Unfortunately, I'm a busy hell rn. I don't have a single day of free time till next saturday and I'll be busy rounding up my graphic design project then.

It depends a lot on what your ambition with the game is. Do you wanna challenge yourself? Then go for it. Do you wanna make a good game consisting of mini games? I would start looking for other options.
You can do all of the stuff you mentioned with events and pictures in rpg maker, but don't expect your minigames to be smooth. I would recommend to check Befuddle Quest series. You can find various minigames stretching the limitations of the engine in them.
