Villainous Event?

Follow how Nightblade handled his legacy series. It's really that simple. He gives attention to BOTH sides instead of being completely one-sided. If you can do both sides then you got a really good story on your hands.
A very good example would also be the following as it was rare for RPGs to do what they did:
Xenogears
Xenosaga series.
Furthermore, in Breath of Fire 4 you even get to solo-play as the "Villain" Fou-Lu a few times. He's a really nice guy actually - just (while you play) a lot of shit happens to him because of several greedy/ nasty people, that f*cks him up so bad... (I don't want to spoiler for those who haven't played it yet.. but I cried manly teary) XD I so understand him...
How short is a short game?
I haven't played it, but I suppose "Half-Minute Hero" was a short rpg? ^^ At least according to the title... maybe you should look into that. ; ]

I don't think there is such a game... I played too many over the decades and loved too many ^^;
But FF7 is probably among my favorites..

Video game tunes that get stuck in your head often?
Every time I walk though a forest on sunny weather: Secret of Mana - "Into the tick of it" and every time the weather is really warm/bright and sunny: Secret of Mana - "Distant Thunder" o_O

Penalties for leveling up
ugh, as far as i remember some developers did that, but just with the BOSSES... XD very annoying.... can't remember which game that was tho...
as for "games that penalize your fighting capability as you gain XP", yeah i could imagine that exists... i mean many games penalize your fighting capability as you equip stronger weapons, because the weapons are too heavy / too big / etc ^^; so they make the character slower or carry less other equipment...

Villainous Event?
That makes an interesting topic to define what actually "is" a villain after all. : )
Is it a bad person? A violent person? A rude person?
It can, but doesn't have to.
A beastly person is not always a villain - and a villain is not always beastly.
The motivation for their actions, is always an intersting factor.
But to sup it up, all the "villain" is, is a character that for some reason (mainly by what he/she plans or does) is deemed unpopular by the predominant society / social structure - because the social structure defines the acceptable "norm" and the law.
That said, Characters like in Disgaea, even though they are supposed to be villains, don't really stand out as villains because they live in a demon society and just do what all other demons do at well.. ^^; There is never too much of a shocking conflict...

Penalties for leveling up
I once had a simple yet curious idea for exp "penalty" :
exp, depending on how long it takes you to kill the enemy unit ; P
that would work somewhat like this, you simple get 10 exp / hit, no matter what enemy. if you need 10 hits to kill the enemy it's 100 exp - on the other hand when you are strong enough to kill the enemy with 1 hit, it's only 10 exp. something like that.
