Steam Greenlight overview. UMAHBRAH???
I think the idea of Steam having this initiative to begin with was that the people who submitted would be offering games of "indie game quality" already (by which I mean the degree of quality we've come to expect from commercially successful/high-interest-generating indie games that have emerged in the last few years) and then they would be voted on to see which of these indie games were of "steam caliber".
I basically think they expected the type of games people would be submitting would be games that are already probably quite well advertised within the indie scene, probably have a fanbase/following already, and think their projects are at the level where they would like to reach a broader, potentially more mainstream, audience.
Greenlight probably wasn't thought up as a method to enable people's "first foray into self-promotion" but rather a way for Valve to cash in on the best of the best (or rather most potentially profitable/popular) that is out there and somewhat established but that might have otherwise gone unnoticed.

$100 is not a lot of money for this. Even if you're poor, if you weren't willing to find/borrow/steal $100 to get this chance, you obviously either
a) had a game good enough to get on steam "the old-fashioned way" (in which case - awesome) or,
b) were hoping to "get away with" with taking money off other people for something you wouldn't even be willing to put $100 of your own money into, and now that you actually have to invest something yourself you're getting cold feet because you know your project isn't up to snuff and you'll make a loss on that.
If you really believe in your project it probably means it's both a) good enough and b) worth the tiny investment of $100.
If not then it's probably time to go back to the drawing board and make something that you'd be willing to invest something other than blog posts in.
It's a perfectly acceptable way of keeping stupid people out imo. The fact the money goes to charity is less to do with the actual "going to charity" thing and more to do with Valve having a way to filter out "non-serious" submissions without being seen to be profiting from it because that'd be kinda unethical/generall not look good.
Also, Been looking forward to Project Zombiod for a while myself too.
