I've ran Microsoft Security Essentials several times (in fact, there are times I need to anyways) and it never catches anything so...don't think it's a virus or malware or anything.
Hmm, have you tried running something such as Malwarebytes and the like? I find that it tends to pick up the little malware bits whilst MSSE eats the virus now and then (not saying it's malware or viruses at work here)

Would doubling my virtual memory help at all?
As far as virtual memory goes, I wouldn't push it too far over the actual amount of RAM you have as it then starts to use your (super-slow-compared-to-RAM) hard drive for the extra memory once you run over the actual amount you've got. However, I doubt it would do anything to offload any workload from the CPU (according to my research, anyhow)
Also, it appears the CPU was released around December 2005. My guess would be that if there are no viruses or malware present, no extra and non-critical processes to be killed, and no extra non-critical services to be terminated that the CPU might just not be able to handle the workload any more
I'm still leaning towards something in those 69-72 processes being the issue, though. Especially since you say that the lockups have only recently started happening
The lag in video recording is to be expected (unless you've got a pretty decent CPU) as most bits of software that do that (be it FRAPS, DxTory, etc) are usually CPU intensive, some even more so.

Additionally, analyze which processes are the worst offenders in the Process Manager and try stopping that process, or even tracking down its executable and deleting it.

Also, don't forget to click the "Show Processes From All Users" button; your system may have a bunch of crap running it doesn't need to be.
Though in the end it may just be the CPU

Granted, though it seems it was delivered without any sort of tank or bowl and thus sat on your doorstep (as the mailman decided that knocking or ringing the doorbell was overrated and he/she shouldn't have to subjugate themselves to such a task), writhing around as the sun slowly dried it out. Something also decided that a goldfish-sized dolphin flopping helplessly about makes a delicious snack and, needless to say, about half of the dolphin is missing. Have fun with your dried-out, half-eaten, partially dead (yes it's still kicking, oddly enough.. looks funny with its intestines strewn about), goldfish-sized dolphin :D

This box shall come in a slightly bigger box, roughly 1.3x the dimensions of the original. Once this box arrives on my doorstep 2 days from now at 3:30 PM, I shall take it in to my house and open it. The penny that sat within shall then transform into Shrek, who is both life and love.

I don't know how exactly to do it in 2k3, but apparently you can use Hyper Patcher 2 to take a shot of the entire map which it then exports to an image file which you can then edit

Quick Question Regarding Backgrounds

I've figured out how to add the parallax background, but the character is stuck in one position and won't move around on it unless I place tiles, but the tiles go over the background graphically. Do I need to create some sort of custom transparent A tile to place on it?
a tileset with a single 32x32 square will do. Just make sure said square is set to not be passable (an X) in the Database and all the transparent ones set to passable (an O )
Basically, this is what it should look like. Anywhere you DONT want the character going should be marked with said tile
