About each of the points
1. Yes, by default nothing is free. People do things for free when they want, out of whim or whatever, but don't depend on it.
2. Be careful with what you say, sarcasm is easy to be misinterpreted, especially if you have no relation with the receiving end or there's zero context.
3. Fair. You do you.
4. There's a difference between critique and slander. Be careful with that.
5. Be careful also with the kinds of topics you talk about, and the sort of treatment.
6. You're not a bad person, you're just a bit thickheaded. It's hard to explain certain stuff because you see things differently, and for "us" it's like you misunderstand it all, or miss the point.
As for the quilt yes, the hail satan was a response to your piece.Not gonna lie, I thought of doing the same as you (an "ad" of my game) as a joke, but ended up doing something else.

Just for the sake of uh... sharing with anyone that worked around here? (tho I don't see many posts xD), here's what I did.

Yup, your reasoning makes sense, I've had maybe not the same issue but very similar issues, with things that are even less consuming. Like, even drawing an enemy on screen sometimes is kind of iffy, because I must ask for the graphic, and then the next frame maybe maybe might have the bitmap ready, not immediately, unlike previous engines.
I had to start to mess up with RMMV/Z's resource requests, so... I'll have to guess the plugin you're using might not have taken that into consideration.
Preloading would be a safe bet, but yeah, it'd take a while to go through all of your image cutscenes, especially considering I know how many your game has. :'D

The optimal solution would be to take a look at the code, and see how to implement asyncronicity support. So when it tries to do the thing, it checks first if the bitmap is loaded, and if not, put it on a queue of sorts and execute some special code when the loading finishes. IIRC the bitmap loader has a way to run code whenever a bitmap finishes loading, which is common practice in asynchronous operations.

I feel that the semi-action approach is actually not as having two systems, but instead I would see it as a different take on what games like Earthbound do, skipping weaker enemies.
I think you managed to integrate both of these mechanics very well, and your reasoning for not wanting to deal with a pure ARPG system is very valid, the RM engine is not tailored at all for action games without many compromises that can or can not work with your personal vision. And so on and so on.
