Chronicles of Tsufanubra
No sir! I'd say it's a LITTLE (just a smidge) over halfway there! Started working on it again yesterday after a lengthy hiatus, but I'm making decent progress! Desertopa's pretty much done writing the dialogue, though. He only has the final dungeon and ending left to do, and then there's a chance that he may be working on NPC dialogue as well? I'm not quite sure on that, though.

An Update Appears! Command?
That really DEPENDS, because I'm only working on this during my down time from Chronicles of Tsufanubra. Because that's such a STORY and DIALOGUE HEAVY game, I needed something to poke at between copying and pasting all of the dialogue and eventing the main story scenes. That, and every now and then the urge to work on something NES-like pops up and I just NEED to satisfy that craving!
I made a LOT of changes to the character classes the other day. Priests will no longer learn the Inflicter's abilities, and Mages don't have access to single-targeting spells (meaning they're all about group damage now, leaving the single-target spells to the Sages). Spells are also learned in a different order, their MP cost and damaging/healing factors have been altered, and hit rates have been tweaked.
I've been reading over the reviews and comments the game received in the years since it's been released, and have utilized all the data I've gathered in an attempt to make the game a far more enjoyable experience than it was.

Went back to Dragon Fantasy II recently, and I've been editing a lot of the outdoor maps to make them more... up to date, a little less messy, and on-par with something you'd actually see in a Dragon Warrior game. What I'd had before seemed a little too all-over-the-place, so I thought some touch-ups were in order! I also plan on redoing the entire World Map.

Character-Specific Abilities
She might be a princess, but she's a HUGE fan of garlic, doritos, strong cheeses, and basically anything that'd result in her breath being able to melt solid rock.
But yeah, I've gone and changed her "Bad Breath" skill to "Curse."
Oh, and Celes learns her unique abilities by using the relic's blessings on herself, as she would any skill scroll. Sando gains his via levelling, and Lifa and Yoor's can be found out in the world.

Character-Specific Abilities
ALRIGHTY, so here's the official list of character-specific abilities that I finalized earlier today.
CELES
Absorbtion Blade: Attack and drain HP from an enemy.
Mana Reaper: Deals exactly 50 damage to an enemy's MP reserve.
Sword Dance: Deals physical damage to the enemy party.
Gravity Bomb: Reduces an enemy's HP by half.
SANDO
Concentrate: Removes the Blind and Poison ailments from the user.
Tackle: Weak physical attack with chance of stunning/distracting an enemy.
Royal Beatdown: Physical attack with chance of inflicting the Bleeding ailment.
Piercing Blow: An attack that bypasses an enemy's DEF stat.
LIFA
Gift of Mana: Restores another character's MP by 20.
Corrosion: Slightly damages an enemy and inflicts the "Corrosion" ailment (lowers an enemy's HP by 5%+2 each turn).
Bad Breath: Has the chance to inflict Poison, Darkness, Confusion, and Petrification on the enemy party.
YOOR
Resurrection: Revives a single character with 100% HP.
Piercing Light: Deals moderate damage to Demon and Zombie-type enemies. (Single).
Divine Light: Deals heavy damage to Demon and Zombie-type enemies. (Multiple).

I hope you enjoy it, because the dungeons in this game are... a little wonky! And by wonky, I mean maze-like and kind of lazily put together. If I ever had the free time and motivation, I'd be up for giving this game a face-lift.
