Game developers that don't... like making games...?
I've always told people that if you want to enjoy making games, never work in the industry. Enter it yourself as an indie.

when I put some files in the resource folders it gives an error saying the file is unknown extension. but it gives an error to each file, would be nice for a skip all button instead of clicking 20 or 100 times if you happened to put that many files in.
You're not supposed to do anything to those folders. When you import something, you can just edit the source file and RPG20XX automatically updates it for you if it detects changes. The files in .bin / .dat are all .2x_ somethings, an internal format (except the sound/music files).
when I first clicked test play I got an avast pop up saying it was checking. said the file was ok, but never opens. clicking it again doesn't bring up any avast pop ups, just nothing happens. it says test play in progress, a new process opens, then closes 5 seconds later. no errors.
Get rid of Avast and find a real AV. One comes with Windows as Microsoft Security Essentials if you want a free one. Avast is terrible. I've already talked to them and they claimed the problem was resolved.

It does, but they will remain there until you actually use the software. Ruby Wolf was the proof-of-concept sort of thing I did to really see if gam can mak. RPG20XX contains custom battle system primitives that are easy to use.
It was the default battle system in RPG20XX that's the thing I've been working on this year. It calls the same "custom battle system primitives" that you can use for consistency. There's also a variety of draw commands to do HUDs, also shown in Ruby Wolf.
There's also a random amount of commands that I left until now. You can see quite a detailed comparison between RPG Maker 2003 functions and ones in RPG20XX:

I'm blasting em' all out along with the battle layouts you see above. It's all just completeness stuff at this point (missing target name display, as you pointed out, is something I need to round out for completeness).
I should definitely make something with this. I mean, I can’t keep using 2k3 forever, so I might as well try something else out.
There are a lot of powerful combinations of 2 or 3 event commands people have shown me and I've discovered, but there's a lot more. The single most powerful feature of RPG20XX (although I don't think anyone realizes yet) is the ability to do your own attributes and derived stats.
Whenever it is you decide to do something in RPG20XX, I recommend making a default project and experimenting with the Attribute and Derived. RPG20XX is a very rich target for people to submit tutorials because there's so many clever tricks I'm not aware of yet.
Once I finish all the completeness stuff, I'll write a "Get Started" tutorial. That's the thing I bet most are waiting on.
Battle Layout Test

There's a target pointer on the screen, its that step that will get target names.
as well as possibly adding in a battle background instead of just using the map that you were just on suddenly faded before the encounter started?
That is the battle background. I put a black panel there and made it 50% in the background editor. You can already make it any background you want. It does do terrain checking to select the background matching the terrain. The battle background is drawn on top of the current map.
I guess pretty soon, sometime in the not too distant future from now, I’ll be able to make a game with this.
It's been game-makable since January.

Use your own level design and everything. For some reason, Nintendo will come down on you like a freight truck if the game is a remake of an existing one instead of a level design and story of your own.
The idea of a 2D ocarina of time remix is back but the authors are being anonymous because Nintendo might C&D them. Even though, reportedly, they're making a special engine themselves just for this.
So the game you make must be your own story and your own level design. Oh, and you might have to draw Link & Co. yourselves instead of using any rips. If you don't do this, you run the risk of being C&D. If your game ever becomes popular, you might get C&D anyway.
Know that I'm talking about what Nintendo might decide to do. Technically, I think character designs and settings also fall under their copyright so they can C&D you for making a LoZ fan game at all. You'll have to ask a lawyer to be sure, I can only mention the things Nintendo has been doing recently but I can't give actual legal advice of what you should do. Proceed with this project at your own risk.

Thinking about it further, I entered events to complete games so there'd be real stuff for my RPG20XX engine, but it may be pointless. It would follow that I have the same problem as a lot of these unknown engines with there being no example games. However, I have resorted to making the games myself.
If you were planning a "use everything but RPG Maker *" event near Halloween, you could make it where the theme is to invent a new gameplay system not possible previously and call it the Mad Science Expo. The problem is that around the fall, I wouldn't really have time to enter something like that with a new game project, but I could judge entries.

That's not really much, and it's not like I can just make an event because then I couldn't participate in it. You completely skipped the spring-themed event you've had in the past, too. The limitation of this event seems unfortunate. I went around checking the landscape of other tools. RPG Maker is already most peoples' comfort zones here while there's engines that people haven't ever heard of and most won't even try.

The library of MS paint cartoons on their website illustrates how little a chance they're given. So then an event like this comes out to reinforce an already popular engine. An event where everything but RPG Maker is accepted would probably sadly not work, people wouldn't bother trying to ascend to stronger engines in the first place. I was talking to Zeigfried about this recently, so it is mostly just frustration seeing yet another event like this so soon after the 2k3 one.

I kind of wanted to wait until I add either Battler Layout or Quests in, but I've made so many fixes and new commands that I'll go through and double check everything and make another release soon.

Are you referring to this one? http://rpgmaker.net/events/2015birthday/ it was no-holds-barred, but also only 8 hours. I'm afraid a more typical 2/3 week cycle fits even the busiest of schedules. The one right before it was yet another "you must only use programmers' tarpit tools" event. And then there was the McBacon jam with the team shuffle which, while interesting (I even tried to sign up) resulted in scheduling problems. And that's about it for this year.
