A BLURRED LINE v2.1
For some reason, the hide tags don't really like quotes, which is weird, so sorry if this is a little hard to follow.
Talan's Trial:
My best guess is Talan's meeting with Emily on the overlook was his trial. Talan tried to save her, and demonstrated his good intentions to Pierson.
I think at one point Talan confronts Emily about being suicidal, and she casually brushes it off, later mentioning that her job in Paradise is being an actress.
Seren's Backstory
I think the flashback Serne has was just a test he took while training to be an Agency Guard, and wasn't supposed to have been in Paradise. Just a case of Lysander reusing assets.
Doctor Vago:
If memory serves, he shows up in Emily's flashback. I think Pierson blamed him for not being able to save Emily's mother. I don't necessarily think he was exiled, but I think he might have felt alienated from the community after this.

Man, years ago I had a whole list of questions but I forgot them. Maybe I should do a replay of the game one of these days.

Game doesn't start for me even though I legally own RPG Maker 2000 and have its Runtime Package installed.
You could always give EasyRPG a try.

Faded Blue
This looks really cute, shame it wasn't ready for IMGC, but I'll definitely check it out once it's released.

Is it possible to apply a casting time to spells so that it takes X rounds before a spell completes?
I got a pretty basic proof of concept working, so it's definitely doable.
Basically, what you'd do is make the 'summon bahamut' skill a Switch type skill, when it's activated in battle, make a battle event that sets the character who casted it to a custom state (just set it so that the character can't move) then set a variable called turnsCountdown (or whatever you want, really - doesn't matter).
Make another event page that triggers every turn, if turnsCountdown is greater than 0, subtract 1, then check to see if it's 0. If it is, you'd have a code block for what the spell actually does execute.
It's not really perfect though. I'm actually not sure if there's any way to target individual enemies or allies, or not.
