I'm going to jazz this part of the script up by making four windows instead of one, so I'll update this screen shot once that is done.

It's not as crazy as you may speculate. The original game didn't do a great job with Ray's death, so reversing that fact in this version didn't take a ton of effort, and it doesn't take anything away from that part of the story.

There was an easy workaround in the original: keep using those party members and fight weak enemies outside HomeTown until the Tear was flashing.
Tedious, time consuming, and generally useless in the first place. If they were going to use the relationship between Ryu and other characters for spell availability, why was it limited to only two attack spells? Y'know?

Oh, right right right. Imagine using six party members at will in BoF2 though. Way overpowered. In order to implement something like that with balance, we'd basically have to change the entire battle system which is something we wouldn't want to do. The goal is to pay homage to the original game for us; not to change it completely.
That WOULD be awesome, though. Hopefully one day Capcom will do something like that in another remake, because the GBA re-release was just as awfully translated as the SNES one. Basically, a port with new artwork, quicksaving and button-dashing.
