I don't remember the last time I was let down by a game, but there are some that gave me mixed feelings

Bioshock:Wow, a spiritual successor to System Shock 2? One of my favorites games? I have to try it!... but in the end, it was just "okay", I mean, the graphics are really awesome, the really set the mood, and it gives you freedom to try different weapons and skills builds, but... Many times while playing I keep saying "This is cool, but SS2 is better", I dunno, I just lost the interest after reaching Arcadia

Undertale: While I liked how original compared to standard rpg it was, I just... played... got the best ending, and... that's it, I don't care about it anymore, yeah, is something new and different, but it's... kinda overrated, and I don't even gonna mention the fandom...

You can use RPG Maker 2003 or Rpg Maker MV, they both come with the option to have side-vie battles, although it can be done with XP, Vx, and Vx Ace too! You just need to work with scripts

Personally, I recommend 2003, it was one of my first makers, it's pretty easy to use and you can learn the basics before going to a newer maker (although all the makers are pretty similar, with just a few but notable differences)
