[RMMV] Need help making a percentage based weather system

I'm trying to make a percentage based weather system like in Morrowind. In the construction set it looks like this when it comes to weather for a region.

Region: Bitter Coast
Clear: 10
Cloudy: 60
Foggy: 10
Rain: 10
Thunder: 10

I've had a look at the variable commands but I just can't figure out how I'd make these kinds of percentages work in MV. My planned method starts off by picking a random number between 1-100. After about 1700 frames, it then starts the process again. If it detects that it has landed on the same weather, it won't fade out and change the effect.

If someone could let me know how to do this, that would be great.

Just put up version 5, which will hopefully be the last update for this game. I hope this fixes all the problems in it.

This has fixed

  • If you go to Bethsaida before the miracle of the feeding of the 5000, there are no longer "invisible walls".

  • If you talk to Pilate after the trial but before the crucifixion scene, he will now have new dialogue.

  • The fishing boat graphic has been fixed up. It doesn't look so rough around the edges.

  • A few spelling errors and typos in the dialogue throughout the game.

Does anyone have an idea for a quest for a "hairdresser" in my game. You have to perform it and then she'll become available to add to the party. (I'm basing this game partly off Citizens of Earth, but I've tried to avoid repeating most of the professions in it)

This is what I have already. She's the last one I need to come up with.

Politician: Nothing. She joins the party at the beginning of the game.
Nerd: Same as above.
Vampire: No quest. Joins when encountered.
Wizard: Same as above.
Doctor: Get # of items. Take them back to him.
Vending Machine Guy: Get # of items, four different types.
Electrician: Accompanies on a quest. Fight boss.
Chef: Another item quest.
Martial Artist: Fight her and win.
Mad Scientist: Non-Recruitable, but works like "Fly" in the Pokemon games. Dungeon and Boss.
Meter Maid: No quest. Will join when at the right point in the game, if approached.
Mermaid: Same as above. Only met when the weather is "Rain" or "Storm"
Sanitation Worker: Fight a series of battles.
Farmer: Only available if the Vampire is in your party. A difficult fight as Vampire fights solo, and the farmer uses fire element attacks.
Critic: Quest to get him out of prison.
Confectioneer: Get items for him. No clue given on where to find them.
Juggler: Beat him at a mini game.
Medieval Enthusiast: Find a rare item for him.
Bartender: Give him money

My other skills have the - in them. I don't know why I overlooked it with this one.

Here's some images. I hope this helps. I forgot to mention this earlier but I'm using several Yanfly plugins with this project. They are

Core Engine, Battle Engine Core, BattleSysATB, CounterControl, and ElementCore. I had a suspicion that ElementCore might have been interfering, but I've just disabled it, and the problem persists.

[RMMV] Skills won't deal any damage

Some of the skills in my game won't deal any damage at all.

Here's one, which I've made quite powerful in the hope of causing some damage, but every time it deals 0.

It's formula reads "a.atk * 5 b.def * 1". The enemy's attack power is 999, and the element is earth.

My party members don't have anything which would nullify earth attacks so I don't know why it's always ending up as nothing.

This problem has happened with other skills as well.

I've been working on some enemy graphics for my new game. I know that the "convolvulus" based enemy (The thing with lots of vines) looks quite dark around the outline. Hopefully I'll edit this at a later time.
